There is no doubt that the start of this year, and this summer, have felt different in the ways we approach our work, and the feeling of community has looked different from what we knew. Nonetheless, we are excited to begin a new academic year and be that much closer to closing out 2020.</p> <p>We want to take a few moments to thank you for your work, your commitment to this campus and its community, and the resiliency you continue to display. This time has challenged us all. From working remote to feeling like the work never ends, we want to acknowledge each and every one of you for your service to CU. Most of us are starting the year with pay cuts and many&nbsp; are returning to work with staffing at less than full capacity, while taking on more responsibilities than ever before. We know the challenges are not over, and we continue to work with campus leadership to lessen the burden wherever possible.</p> <p>As the academic year begins it is vital for each staff member to know the campus’ current plans and policies. These are continually evolving based on the latest data and scientific knowledge; therefore, we ask all staff to take the time and read each COVID-19-focused email from campus and regularly check the <a href="/covid-19" target="_blank" rel="nofollow">campus</a> and <a href="/hr/covid-19-hr-guidance" target="_blank" rel="nofollow">HR websites</a> for updates.</p> <p>As you may recall, in early August we offered a town hall with Chief Operating Officer Pat O’Rourke and Chief Human Resources Officer Katherine Erwin to discuss the current state of campus operations specifically as it relates to staff. We had over 300 in attendance. For those of you who missed that dialogue, you can <a href="/staffcouncil/2020/08/10/campus-leadership-open-forum-and-clarification" target="_blank" rel="nofollow">view the discussion online</a>.</p> <p>Many points that came out of this town hall involved employment questions, concerns around equity, and racial profiling that can result from the public health mask mandate (<a href="/hr/covid-19-information/employee-guidance-returning-campus#covid_19_policy_amp_compliance-859" target="_blank" rel="nofollow">see Staff Council’s Inclusive Excellence Committee statement</a>). Staff Council has continued to discuss these issues. Our Inclusive Excellence committee is working alongside campus leadership to address key actions our campus can take to ensure we are a community that treats every individual with dignity and respect. The town hall was a great example of the types of spaces we plan to create for staff all year; a space where staff can be fully heard.</p> <p>While a small number of employees subject to the summer furlough were laid off, retired or have requested personal leave, over 475 employees have returned to their positions as of August 1.&nbsp; More individuals will return by September 1, leaving less than 20 employees on furlough into the fall semester.</p> <p>All Staff Council committees have started to plan programming and support initiatives to build upon the community we know and love at CU Boulder. A variety of virtual opportunities will be held for staff and their families to engage and connect as we continue to navigate the state of campus day by day.</p> <p>We are doing our best to provide transparency on key conversations we are having, including navigating the “essential†employee definition, making sure staff voices are heard and their efforts celebrated, and continuing to work hard for all CU Boulder staff.</p> <p>We are here. We are listening. We are fighting to ensure this remains a vibrant place to work where all can thrive. Thank you for being an essential part of what makes this community great. As our chancellor has expressed, these pay reductions are necessary to address the fiscal challenges CU Boulder is experiencing as a result of COVID-19 and the move to remote teaching, learning and working this past spring. &nbsp;<br> <br> While the impact of this action will be deeply felt by many staff and babyÖ±²¥app across campus, it is intended to minimize the need for more severe personnel actions.&nbsp; Campus leadership was guided by two primary principles in their decision-making: taking actions to address our fiscal challenges while creating the least overall impact to employees, and taking actions that are as equitable as possible in terms of application to babyÖ±²¥app, staff and administrators.&nbsp;&nbsp;<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;<br> As a reminder, CU Boulder also implemented a hiring pause in April which is still in effect.&nbsp; It was also chosen based upon these same principles.<br> &nbsp;<br> Some people have questioned why staff who received the pay reductions were given twelve days of leave to use over the twelve month period.&nbsp; This was intended to lessen the impact of the 5% reduction by granting roughly the equivalent in days off over the same time period.<br> <br> Some groups were not included in the campus-wide furlough such as classified employees who are exempt under state law and employees who were already on departmental furloughs of at least 5% reductions in pay.&nbsp; All administrative officers are receiving a 10% pay reduction and equivalent furloughs over this same period of time.<br> <br> With these difficult measures in place and with fall enrollment numbers looking good at this time, our outlook for the fall is hopeful. Many of the departments that experienced the most continuous furloughs, such as Housing &amp; Dining, are already returning employees to work as we prepare to welcome students and babyÖ±²¥app to campus in the fall semester.&nbsp;We are hopeful that there will not be a need for future personnel actions. We are hopeful that there will not be a need for large departmental budget reductions. We are hopeful that the rest&nbsp;of our colleagues who have been on continuous furlough can soon return to work.<br> <br> With plans for a successful fall semester in motion, and many staff returning to campus while also many continue to work remotely, we believe the future will start to look more certain.&nbsp; Yet we also recognize that the uncertainty of the past few months has created a great deal of stress and anxiety.&nbsp; Interim Chief Operating Officer Patrick O’Rourke, Staff Council, and HR pledge to do our part to lessen that anxiety by communicating transparently with you as future decisions are made. We recognize that your access to information is often determined by where you work and which functional area you reside in and we hope to create a centralized communication plan to ensure all staff have equal access to information, during this pandemic and beyond. Our desire to serve as your council leadership is rooted in our passion to ensure that CU staff are heard and engaged in the spaces where change is a constant. &nbsp;<br> &nbsp;<br> Particularly, we want to ensure that Staff Council stands with efforts to eradicate acts of racism against our Black communities at CU Boulder. We support efforts to enhance an inclusive culture and we firmly believe that #BlackLivesMatter. Recent events, both nationally and more locally,&nbsp; impact this campus, our community, and babyÖ±²¥app in unprecedented ways. Our commitment to building a stronger and more inclusive Buff community at this place we love to work is unwavering; we pledge to serve all and commit to exploring ways to achieve these goals that will bring about <a href="/staffcouncil/2020/06/12/cu-boulder-staff-council-resolution-2020-02-call-racial-justice-and-institutional-change" target="_blank" rel="nofollow">real and lasting change</a>.<br> &nbsp;<br> As your chairs, it is important for you to know we stand ready to connect and build upon the relationships and spaces of our previous chairs, and to maintain an open dialogue with campus leadership, fellow councils, and you on the work we are doing to serve staff. To understand where we will be placing considerable effort and time, we have broken down our commitments to three areas that will address priorities for the upcoming year.&nbsp;</p> <p>1.<em> Inclusive Excellence</em> – this past year, Staff Council voted to bring on its seventh standing committee, the Inclusive Excellence Committee, to serve all communities on this campus more effectively. We have seen considerable effort from our executive committee to acknowledge and address the various ways this campus, our staff, and our work can better address issues of diversity and inclusion. &nbsp;</p> <ul> <li><strong>Next steps: </strong>This committee will be a key resource to staff by creating a variety of efforts and spaces to learn, engage, and connect on topics such as: showing up as an ally, keeping our community accountable to spaces that further our efforts in equity and inclusion, and ensuring this is a safe space to work and grow.</li> </ul> <p>2.<em> Strengthen Staff Community </em>- Many staff have been impacted by furloughs or layoffs. We recognize the fear, frustration and financial hardship this may cause in your personal and professional lives. We have seen this impact on the council as well. It is our priority to ensure transparency exists between leadership and staff, and fight for these cuts to be temporary and as short as possible.</p> <ul> <li><strong>Next steps:</strong> We hear you, we know there is work to do to ensure staff are heard in this space, and we are working to ensure discussion and open forums are available for staff to engage with senior leadership on this matter and the state of campus. You deserve to be in those spaces and thank you to those who have already reached out. We are here to serve you.&nbsp;</li> </ul> <p>3. <em>Your Voice Matters</em> - The opportunity to serve as your elected chairs includes a weighty responsibility. We feel&nbsp; great pride at being given the opportunity to share your thoughts, opinions and ideas with campus leadership. We believe you are an active voice in that space and want you to know we are here to listen. We have a variety of ways for you to connect with us and to share with us your experiences in this time. While our council represents a variety of functional areas across campus, it does not mean it reflects everyone’s role and experience. Members of the program can check out bikes from any station and check them in at another station. The program complements the campus existing transportation system and provides community members a healthy and convenient way to get around town.
